cant get nistune to connect to ecu with windows 7 or xp

I just put a redtop into my s14 using the wiring specialties plug and play harness, I can't get nistune to connect to the ecu. When I try to connect the rx light blinks, but won't connect. Anyone have any idea what is up?

My money is on it being a wiring issue.

If the Rx light blinks then NIStune is working and the drivers for your cable are working. So the request is at least getting to the circuitry in the cable. The question then is - is it getting to the ECU and if it is then why isn't the ECU responding. If there's an install issue with the board in the ECU then it may be in Limp Home Mode - in which case it will not communicate.

Probably worth checking continuity of your consult data lines between consult connector and ECU. 3 data lines + power and ground.
