Help me identify this problem, with video.

So i´m trying to buy this n14 nistune ecu from this person, he said that he parked the car up for a couple of months and he found out his ignition barrel was at fault and the alarm was causing problems. He then removed the alarm system and fixed the the ignition barrel but when the car started it was idling very high and was over fueling.

He then switched to stock ECU and everything was fine.

The ECU is at a good price but i´m a bit afraid if i cannot solve the problem... either way i´m going with nistune, used or new, but it would be good to save a few bucks, specially on an already assembled ecu.
