Rough idle running rich and DTC code 13

I swapped my perfectly running dyno tuned VG30DETT from a rusted shell to a clean one and used new Wiring specialties engine harness.

When I started the car it idled rough and burns a lot of fuel. It fouled out all 6 spark plugs. Nistune shows "[13] DTC TEMP (start=0)". I am not able to clear this code.

If I run self diagnostic using Nissan Data scan 1, I get "Code 13: Engine Coolant Temperature Sensor Circuit (P0115) >Car started 0 times with this fault".

Would this cause engine to run rough and foul out spark plugs?

I hooked up the ohm meter to temp sensor and got no reading at all. The link below indicates I should be seeing 2-Ohms and below as temp rises.

I checked the ground on the temp sensor harness plug and ground is good.

What is the reported temp input? The DTC comes from open or shorted sensor
