What is Safety Rev Limit and when does this kick in
No mystery.
Engine under heavy load for a certain time with 0kph speed will do a fuel cut.
Speed = 0kph
TP > 64
some sort of time factor is involved
and something else I can't remember right now.
Shouldn't have any effect on most cars. It can be a problem with engine conversions when the speed signal isn't connected to the ecu.
There will always be new parameters discovered and added to nistune from time to time. Best thing if you are not sure what something does is to leave the standard value.

It is a safety limit that comes in under a specific set of conditions as described above. 0kph speed is only one of those conditions, high TP is another.
