CA18DET RS13 revs raise when in gear but statinary

weird one, I pulled on to my driveway and opened the garage door got back in the car and put it in gear and noticed that the revs raise by 400-500 rpm take it out of gear again and the revs dropped again. I thought that was very odd. so tried putting it into each gear and it did the same thing, put it in to gear the revs raise take it out the revs drop again. has anyone had this happen or any ideas what might be coursing it. it didn't do it at the start of the drive.

Idle RPM table usage. Timing is adjusted based on neutral switch and affects the RPMs accordingly

Hi Matt, thanks for that, along with this symptom which only started happening after I drove home from an event last night, today I connected my laptop this evening and the car has also started running on the correct maps (screenshop attached) and it now has a really lumpy idle. I haven't been able to get my board reprogrammed yet so it is still a jap non cat in a europe ECU.
