Connecting to NIStune with no motor in the car?

Hello Everyone, I have a quick question. I installed my type 3 board in my 1992 s13 Auto ECU for my KA24DE. I moved the jumper with a little piece of wire to connect CJ1 to CJ2. I don’t have my motor inside my car, yet I have to wait to get it from the machine shop in a few days. I cannot connect to the ECU though, the drivers are installed properly and the green limit blinks for transmitting a signal. Should I be able to connect with just the ignition on, and not having a motor/started?
Also When I run the car for the first time is there is where I figure out the onset of boost to see at what level my motor transitions form Vac to Boost? I learned how to tune on Honda; so having load in place of Vac pressure is throwing my off!
