TTP MAx scales seem off

I've been doing some playing around and it appears the ttp max scales use the same scaling as the ttp min. You have the scales for ttp max set to go the full rpm range but it appears they should be for the lower rpms just like the ttp min. I verified this by changing the cells in the correct area and noting the change in how the engine ran.
