Just wanting to verify the correct way to set base timing. if the timing light shows 15 deg at idle then my lap top should show the same ?

Stinky had a good write up on that in Z31performance.com. Basically the base timing shown on the timing light should be the same as the ECU expects to see. This is different for different year Z's and for Turbo and NA. For my 84 na with the 84 ECU it is set at 20btdc. For my 84 with an 88 ECU it is set at 15btdc. If this isn't done correctly then you timing will be off in the maps. In my case if I set the 88 ECU at 20 BTDC then all my maps would be 5 degreed advanced from what is shown in NisTune.

you can then add a timing offset parameter in NIStune to offset the 'filtered' timing map by say 5 degrees
Adjusts the consult reported timing
CONSULT_TIMING_OFFSET=
Adjusts the IDLE timing maps offset
IDLE_TIMING_MAP_OFFSET=
Adjusts the main timing map offset
TIMING_MAP_OFFSET=
