Low ECU voltage

On a 62ECU s13 sr20det, how is consult voltage measured? Battery voltage is 12.7v and nistune displays an alternating 9.8v - 10.2v. It is wiring i believe as it still does this on another ECU.

Measures 12V on the power input to ECU. Have you measured directly at ECU power and ECU ground?

Turns out problem was with corroded signal wire red/black from ecu to ecu relay on the main harness side of ec to main harness plugs.
