Consult will not connect

I got my ecu back Monday from dds performance and they soldered in my type 3 board. I have a 1995 200sx se-r with a swap sr20det bluebird u13. Does it matter if you have a obd2 jumper harness to connect to obd1 ecu? I download ftdi and nistune. But I tried fixing it in the drive manger but everything comes up but the plms consult cable comes up as nistune programmer device. The car runs but it runs rough and goes lean.

I tried my other sr20de ecu and it works but still does not work with sr20det ecu (1E000).

I believe it is my jumper harness and I looked at it and the diagram to splice the wires in. I found I am missing 7 for rx, 15 for tx, and 14 for clk.

It was the missing rx, tx,and clk on the ecu and got it running now.
