Hey Matt I tried wiring up the VVL solenoids to the EGR canister Solenoid from pin 103 on the B14 1M861 ECU and the solenoids stay engaged on full time
not matter what I do with the setting

Just to confirm, you have B14_SR20DE_1M86F_MT_VCT_FP.ent loaded into the board (base image programmer) and not the standard B14_SR20DE_1M86F_MT_FP.ent?

Yea this ECU is flashed with the feature pack for VCT, I was doing some searching here and I dunno if this is correct thinking but I see that the B13 ECU requires a a bridge or connection between pin 102 and 105 and got me thinking is that is necessary for the B14 ECU for VVL outpout but 103 and 105
The middle row is B14 and 105 is blank just as it is on the B13 ECU

Pin 103 is the correct pin. It should switch to ground when you see the 'VCT' indicator in the software
So firstly check that the VCT parameters are correct, put the engine into the area where RPM and load are valid and watch 'VCT' in the Consult view panel
Then put a test light between pin 103 and 12V (use the solenoid plug if you have a B14, otherwise from the pin in the ECU plug if not) and check this illumiates when the VCT indicator is on
